On Tuesday morning, video captured a man setting a 79-year-old man on fire at the Chinatown Cultural Plaza in Honolulu. The victim suffered serious injuries, including first and second degree-burns.

Police have now arrested 29-year-old Charles Burns as the suspect. According to KITV4, Burns was charged with arson and promoting dangerous drugs. His bail has been set at $500,000.

Little has been reported about the victim but Chu Lan Shubert-Kwock, president of the Chinatown business and community association tells KHON2 she knows him, “This old man is a well-known character. He is in Chinatown every hour, everywhere.”

According to Census data, at least 53.1% of residents in this Chinatown zipcode identify as Asian, and 8.3% identify as Native Hawaiian and Pacific Islander. These numbers do not include those who identify with two or more races or ethnicities.
